Background
The Internal Audit Service is a newly created function within the IVI. Internal auditing is an independent activity within the Institute which is responsible for the review, evaluation and monitoring of the adequacy and effectiveness of the Institute's overall systems of internal control. For this purpose, all systems, processes, operations, functions and activities within the Institute will be subject to such review, evaluation and monitoring.
Responsibilities
A) Work Plan
The Internal Auditor will prepare annual work plans, including risk analysis, and ensure comprehensiveness and quality of the audit programs. The Internal Auditor will work alongside the Director-General, the Board and Finance and Administration Committee in planning and organizing the activities of Internal Audit including:
???-Prepare an annual audit plan which fulfills the responsibility of Internal Audit;
???-Schedule and assign work to meet completion dates;
???-Estimate resource needs;
???-Make recommendations regarding specific areas of responsibility.
B) Scope of Work
The Internal Auditor will perform the following tasks
???-Review and recommend actions on annual and long-term operating and capital financial strategies and forecasts;
???-Monitor performance against annual and long-term operating and capital financial plans and forecasts;
???-Review and recommend the Institute's fiscal management policies and processes, including asset-liability coverage, financial forecasts, modalities of contributions and investment policies for the Institute's financial assets;
???-Review financial transactions in order to ensure;
??????-the regularity of the receipt, custody and disposal of all funds and other financial resources of the Institute;
??????-the conformity of obligations and expenditures with the appropriations approved by the Board and with the purposes and rules relating to reserve;
???-Oversee that management has maintained processes to assure compliance by the Institute with all applicable laws and regulations;
???-Where appropriate, make recommendations for improved management controls and practices, cost reductions and enhanced efficiency and effectiveness of operations;
???-Monitor and evaluate the effectiveness of the Institute's risk management system;
???-Perform other related duties as required by the Finance and Administration Committee.
C) Reporting
The Internal Auditor will prepare written reports, including findings, analyses and recommendations based on audit work performed.
???-The Internal Auditor's reports, together with the audited financial statements, will be transmitted to the Board through the Finance and Administration Committee.
???-The Finance and Administration Committee will examine the financial statements and audit reports and forward them to the Board with such comments as it deems appropriate.
?The Board or the Finance and Administration Committee may request the Internal Auditor to perform certain specific examinations and to submit separate reports on the results.
Required Qualifications
A) Education
University degree or certification from a recognized specialized professional institute in one of the discipline associated with audit, finance, business and program management, public administration. A recognized certified public accountant qualification (AICPA or equivalent) will be given preference.
B) Skills and Competencies
???-Fluency in English
???-High level of knowledge of auditing principles and their application
???-Ability to work without supervision and strong interpersonal skills
C) Work Experience
???-A minimum of 5 years of progressively responsible experience as an auditor or finance officer in an organization utilizing modern auditing techniques, management and information systems (e.g., an internal audit department in the public or private sector, an auditing, accounting or consulting firm or an international organization)
???-Equivalent experience in international institution.
???-This position is open to both Korean and non Korean.

Background
The IVI is establishing a Policy Unit that will conduct and oversee policy-related activities and programs of the IVI. Among the proposed activities to be conducted under the Policy Unit are:
- Provide overall leadership and technical guidance to IVI's activities on the Project in the Asia region, including identifying and recruiting Field Managers; leading the country selection process; providing guidance to countries in determining committee membership, establishing protocols and setting their agendas; and guiding the development of tools and training activities;
- Develop and test packages of interventions, including vaccine and non-vaccine interventions to control specific infectious diseases or syndromes. The packages would be tested on a pilot basis in selected field sites and would be evaluated on the basis of their impact, cost-effectiveness, affordability, and acceptance by country policymakers, providers and communities;
- Develop best practices and model approaches for addressing policy support for the rational introduction of new vaccines, including improved and simplified methods for obtaining, synthesizing and disseminating epidemiological, economic and other data for countries, donors and technical agencies. This could involve the preparation of "investment cases" for selected vaccines and the provision of direct technical assistance to country policymakers in using evidence for decision-making for the introduction of new vaccines and other interventions;
- Oversee and provide guidance to the new joint AMP/IVI project to assist GAVI-eligible countries in establishing vaccine advisory committees;
- Provide guidance to IVI's projects in the design, conduct and analysis of economic and policy-related studies.
Responsibilities
The Director of the Policy Unit would have the following responsibilities:
- Develop a strategic plan for the Policy Unit, including plans for staffing and funding, working closely with management and staff of the IVI's different divisions and programs and brainstorming with other organizations to determine which activities are needed and are a good fit for the IVI and to collaborate with them, as deemed desirable;
- Mobilize resources for the activities and projects of the Policy Unit, including initiating discussions with potential donors and preparing and submitting proposals;
- Establish a Policy Unit team, including recruiting new staff (e.g., junior health economists), and manage and supervise the team;
- Guide and oversee all research, policy and dissemination/advocacy activities of the Policy Unit;
- Guide and assist with the design, implementation and analysis of economic-and finance-related studies conducted under the various programs and projects of the IVI, as requested, including those initiated by the Policy Unit to ensure high quality of these studies;
- Take part in developing computer models and conducting analyses to estimate impact, cost and cost-effectiveness of vaccination and/or packages of interventions for specific diseases.
Qualifications:
- Doctorate degree (Ph, ScD, DrPH, etc.) in health economics preferred;
- At least ten years of experience in conducting policy research and/or health economic studies (e.g., economic modeling, cost-effectiveness analyses, costing of interventions, cost-of-illness studies);
- Experience conducting field research in developing countries strongly preferred;
- Knowledge of global health issues and familiarity with and experience in the field of infectious diseases and vaccines are highly desirable;
- Strong writing skills and past experience in successful grant writing for public health projects;

These interventions include routine vaccination programs, school-based programs, community-based campaigns, and other non-vaccine related interventions. The data will be collected from IVI designated field sites. The Staff will be responsible to conduct the studies, analyze its results, and to write-up the results of the studies. Additionally, the Staff is expected to be engaged with researchers from IVI and from the country counterparts in writing proposals, designing and conducting studies that consider demand analysis, pricing strategies, and other areas of health systems and budgetary and policy implications related to new vaccine introduction. The Staff will also be engaged in conducting literature reviews and writing up summaries, developing economic models and simulating its results to assess the situation in various scenarios to estimate net-present value (NPV) and internal rate of return (IRR). The Staff is encouraged to publish the articles in reputable journals.

The Initiative for Vaccine Research (IVR) provides global leadership on vaccines, including facilitating, and where necessary, supporting research activities needed to develop and implement new vaccines against diseases of major public health importance. IVR has supported development of dengue and other Flavivirus vaccines and has a dedicated steering committee that advises on priorities and reviews progress in the field. The Pediatric Dengue Vaccine Initiative (PDVI), a programme of the International Vaccine Institute (IVI), has as its mission to accelerate development and introduction of dengue vaccines in dengue endemic countries. In addition, the WHO, often in collaboration with the PDVI, supports other activities related to prevention and control of dengue, including evaluation of tests for the diagnosis of acute dengue virus infection. Both programmes have complementary functions and have coordinated their work programmes to maximize synergies. To further this effort, and to support WHO-led activities, the incumbent will serve as a focal point on dengue vaccine development, evaluation and introduction.
Specific Responsibilities:
1. Coordinates the update of WHO guidelines on clinical trials of dengue vaccines, including convening consultants meetings to address unresolved issues in evaluation of dengue vaccines;

The International Vaccine Institute is non-profit and focuses on research and development of new and improved vaccines for use in developing countries. The Institute is located in Seoul, Korea.
The Translational Research Division conducts research to provide evidence for policy on new vaccine introduction in developing countries. This research agenda includes clinical trials, vaccine demonstration projects, epidemiological research, studies of the economics of vaccine introduction, sociobehavioral research, and policy research. At present, the research focuses on vaccines against a variety of diarrheal and respiratory pathogens, as well as vaccines against Japanese encephalitis and dengue fever. It takes advantage of and synergizes with the Institute's Laboratory Sciences Division, which has laboratories devoted to Mucosal Immunology, Clinical Immunology, Molecular Microbiology, Molecular Vaccinology, and Applied Vaccine Development and Process Research. Field research is being conducted by the Translational Research Division in 23 countries of Asia, Africa, and Latin America.
The Translational Research Division currently employs 42 staff, of whom 25 are scientists. Its current annual budget is $17 million and is supported by both grants and core funding.
The Director of Translational Research will report to the IVI Director-General. While it is expected that the incumbent will possess a broad view of the entire field of vaccine research, he or she should also be a recognized leader in a field relevant to the Institute's Translational Research programs. It is expected that the incumbent will conduct a program of independently-funded research in his or her areas of interest, while maintaining overall responsibility for the Institute's Translational Research programs. The incumbent should also possess clear strengths in program-building, resource mobilization, and staff development. Minimum qualifications include a doctorate degree in a relevant discipline, and significant experience in leading a multi-person research team.

General Description:
The Project, funded by the Bill & Melinda Gates Foundation and the World Health Organization, will assist GAVI-eligible countries in establishing functional, sustainable National Vaccine Advisory Committees in developing countries of Asia and Africa to guide national policy decisions concerning their immunization programs, including the introduction of new vaccines and technologies. The Project will be managed jointly by the Agence de Medecine Preventive (AMP) and the IVI. The IVI will be responsible for establishing and guiding the national committees in the Asia region. The Project will involve assisting countries in identifying appropriate members for the committees and in establishing management structures, rules and protocols for the committees. The Project will also develop tools and provide training opportunities to support the national committees, as well as assess lessons learned to guide other countries in developing similar committees.
Specific Responsibilities:
- Provide overall leadership and technical guidance to IVI's activities on the Project in the Asia region, including identifying and recruiting Field Managers; leading the country selection process; providing guidance to countries in determining committee membership, establishing protocols and setting their agendas; and guiding the development of tools and training activities;
- Serve as the main liaison on the Project with the prime contractor (AMP);
- Manage and supervise the Project team, including sub-regional Field Managers based in the target countries, IVI-based Technical Advisors, administrative staff and consultants;

General Description:
The Research Scientist will participate in the design, field implementation, technical support, evaluation, data analysis, results reporting and publication of findings from epidemiological and vaccine studies supported by the IVI and/ or its collaborating institutions. Other duties will include training and supervision for clinical components of IVI-supported investigations as well as assistance in expanding clinical epidemiologic research activities as they relate to IVI-supported research.
Specific Responsibilities:
For Respiratory Disease-related Projects
1.Provide comprehensive linkage for day to day operations between staff at IVI, field operating personnel and responsible donor institutions collaborators in order to satisfy scientific and managerial needs of all partners involved including government agencies and other organizations;
2.Take lead in providing managerial supervision for activities in study data collection, data analysis, data quality assurance and quality control, project reporting, presentation of results and publication of study findings;

The Research Scientist will assist local investigators in data collection, data analysis, report writing and publication of research findings;
2.The Research Scientist will support and coordinate technical cooperation during the conduct of additional epidemiologic studies supported by IVI and institutional collaborating scientists. Such support will include data analysis, appropriate training and education of collaborating scientists and/or support staff. The Research Scientist will also assist in the planning and implementation of programs intended to establish and strengthen research capabilities in developing countries;
3.The Research Scientist will work with other IVI scientists and staff whenever possible for grant application, to develop study protocols (including all phases of investigation) for epidemiologic studies of priority diseases as outlined in the IVI strategic plan and other IVI documents or meetings with collaborators;
4.The Research Scientist will perform other tasks or assist other IVI staff in projects that require epidemiologic scientific expertise and that are critical to the mission and goals of the IVI; and
5.Any other assignment requested by the supervisor or Deputy Director General for Translational Research and Director General of the IVI.
Required Qualifications

The Research Scientist will participate in the design, field implementation, technical support, evaluation, data analysis, results reporting and publication of findings from epidemiological and vaccine studies supported by the IVI and/or its collaborating institutions. Other duties will include communication with the donor agencies, especially with KOICA, and training and supervision for project implementation components of IVI-supported activity as well as assistance in expanding vaccine research activities as they relate to IVI-supported research.
Specific Responsibilities:
1.Provide comprehensive linkage for day to day operations between staff at IVI, field operating personnel and responsible donor institutions collaborators in order to satisfy scientific and managerial needs of all partners involved including government agencies and other organizations;

The Laboratory Sciences Division of the International Vaccine Institute (IVI), Seoul, Korea, is seeking to fill a position at the Research Scientist level to coordinate its research program in Neonatal Vaccinology.
The Research Scientist position requires at least 3 years of post-doctoral research experience in vaccine research, a record of peer-reviewed publications, and a documented experience in managing independent research projects.
Expertise in handling animal neonates, in vaccine design and/or in formulation science will be highly desirable. Experience of pathogens requiring work under BSL-3 conditions will be helpful.
Minimum qualifications include an M.D., Ph.D. or equivalent degree and a good experience in a relevant discipline e.g., vaccinology, immunology, molecular biology, vaccine design, and pre-clinical (animal) evaluation.

General Description:
Responsible for ensuring safety practices in ABSL-3 Lab. facilities by enforcing local/international laws, regulations and guidelines as well as the Institute's guidelines and procedures.
Key Responsibilities
1. Provide the BSL3/ABSL3 users a safe and efficient working environment for research at the IVI.
2. Manage and execute the IVI biosafety program with particular emphasis on research activities involving biohazardous agents, laboratory animals and recombinant DNA molecules.
3. Provide consultative services to researchers on biosafety and biological procedures/protocols and techniques.
4. Develop, manage and perform training and certification for all BSL3/ABSL3 users and support staff.
5. Coordinate BSL3/ABSL3 users, support personnel, equipment, and maintenance needs.
6. Act as liaison with regulatory authorities (KCDC, ect.), fire brigade, police department, and medical services.
7. Coordinate and oversee the facility maintenance program and coordinate and oversee the annual certification of laboratory equipment and facility.
8. Assessment and mitigation of biorisk/hazard.
9. Planning, coordination and training of emergency response.
10. Manage on-site day-to-day BSL3/ABSL3 laboratory operations.
11. Prepare, update, and implement the facility safety policies, guidelines, and procedures.
12. Provide emergency response support and assist in response and investigation of laboratory related accidents and exposures.
13. Participate and maintain proficiency in regulation, standards, guidelines, ect. related to BSL3/ABSL3 laboratories.
Requirements:
- Shall be able to work inside a biocontainment which may require wearing personal protective equipment such as respiratory protection and may need to participating in special immunization programs.
- Shall be willing to travel both domestically and internationally
- Excellent knowledge and application skills of health, safety, environmental regulation, standards, and guidelines
- Excellent knowledge of both national and international (WHO, US-CDC) biosafety regulations
- Shall have management experience

Specific responsibilities:
- Provides technical support for development, implementation and evaluation of extramural and intramural PDVI programs for Vaccine Evaluation and Vaccine Access including scientific aspects of meeting planning.
- Serves as program officer for PDVI programs in Vaccine Evaluation to develop and manage a Consortium of field sites to evaluate dengue vaccines and dengue diagnostics, develop the investment case for utilization of dengue vaccines, including defining the global epidemiology of dengue and disease burden, strengthening disease surveillance, and conducting comparative economic analysis of dengue vaccination.

?????c) Serves as technical expert or project officer for PDVI funded projects to obtain epidemiologic and economic data in support of dengue vaccine utilization, including strengthening dengue surveillance, supporting disease and economic burden studies, and disease modeling studies.
2.Participates in budget management for programs, ensuring that programs operate according to IVI and PDVI guidelines, including performing quality assurance and GCP/GCLP monitoring at field sites in conjunction with PDVI Clinical Regulatory Affairs Specialist.

General Description:
The Research Associate (RA) is responsible for undertaking research within the Access to Pharmaceuticals Program (ATP) involving study of Intellectual Property (IP) management at IVI and in other product development partnerships (PDP). The workplan of the ATP project is to conduct research on existing policy and practices for improving access to pharmaceuticals including vaccines and propose novel ways of bridging the access gap to medicines for the poor by developing new ideas and recommendations for improvement of policy and practices. The incumbent will interact with colleagues in other institutions participating in the ATP, particularly those from the Oswaldo Cruz Foundation (Fiocruz) of Rio de Janeiro, Brazil, and St. George's Hospital, London; Medical Research Council, South Africa; and University of Neuchatel, Switzerland.
Specific Responsibilities
1. Review of the published and unpublished literature on IP management with respect to socially responsible licensing policies.
2. Review of IP agreements in IVI and other PDPs.
3. Assist in preparation for and execution of interviews with IP managers in PDPs and at relevant institutions such as universities and WHO.
4. Research on private sector IP management policies to increase access to medical technologies in developing countries.
5. Assist in the drafting of report for donors and publication.
6. Other tasks as required.
Required Qualifications
- Masters degree in business or degree in law with the knowledge of Intellectual Property
- Experience working with the pharmaceutical industry would be an advantage
